Briefing Papers
- Summary of Project Catalyst core findings: (Dec 09) This briefing paper provides a summary of Project Catalyst’s synthesis paper “Towards a global climate agreement” which focuses on the key issues in the climate negotiations and what a global climate agreement would need to achieve to limit warming to 2 degrees Celsius.
- Fast Start fund briefing: (Dec 09) This briefing paper provides a summary of Project Catalyst’s pre-Copenhagen thinking on Fast Start finance. It focuses on the case for Fast Start funding and an overview of the likely needs for mitigation, forestry and adaptation support in developing countries.
- Overall financing needs briefing: (Dec 09) This briefing paper focuses on the ‘long term’ climate finance need of developing countries, including the total funding requirements in 2010-20, the interaction between carbon markets and public finance, and an assessment of the financing proposals on the table in the run up to the Copenhagen conference.
- Climate finance 2010-20 briefing: (Dec 09) This briefing paper focuses on the required ramp-up of climate finance to developing countries over the period 2010-20, the potential sources of finance over that period and the institutional requirements to deliver it.
- Financial architecture briefing: (Dec 09) This briefing paper focuses on the institutional architecture required to raise, manage and deliver the climate finance required over the period 2010-20 and beyond.
- Low Carbon Growth Plans briefing: (Dec 09) This briefing paper describes the basic elements of a low carbon growth plan, the need for them to promote sustainable economic development and to combat climate, and how such plans could be accommodated in a global climate agreement.
- REDD briefing: (Dec 09) This briefing paper focuses on emissions reductions in the forestry sector. It explains how a global partnership on REDD could be achieved and what a global climate agreement could do to enable that.
- Technology briefing: (Dec 09) This briefing paper focuses on the need to spread low carbon technology and innovation around the world and identifies a number of mechanisms that governments, and a global climate agreement, could introduce to promote it.
- Comparability of effort briefing: (Dec 09) This briefing paper explores a new approach to comparing the level of ‘effort’ implied by the mid-term (2020) emissions reduction targets of developed countries. Specifically it identifies a three-part benchmark model that compares countries’ domestic emissions reduction, international offset and public finance targets.
- Bunker fuels briefing: (Dec 09) This briefing paper focuses on the need to control emissions from international aviation and shipping, provides an assessment of the common arguments against such control, and suggests a path forward for the global climate negotiations.
